Short answer
Sometimes, but not always. A reputable budget tire can be a smart buy for a low-mileage car or a short-term need. Very cheap, off-brand tires often wear out faster, ride louder, and grip worse in rain and snow, which can cost you more per mile and matter in an Ohio winter. Think in cost per mile, not sticker price
A tire that costs less but lasts half as long is not actually cheaper. Tread life, wet and winter grip, and noise all vary a lot at the low end, so the right comparison is the total cost over the miles you will drive, and the safety margin in bad weather.
For a car you are about to sell or barely drive, a solid value tire can be the right answer. For your main vehicle that sees Northeast Ohio winters, spending a little more usually pays off.
